Agreement Signed to Qualify Omanis for Wind Turbine Factory in Duqm
Muscat: Mawarid Turbine Company and the National University of Science and Technology today signed a cooperation agreement to qualify approximately 321 Omani graduates, marking the first national cohort to receive specialized industrial training in wind turbine manufacturing.
The programme aims to prepare graduates for employment at the Mawarid Turbine factory currently under establishment in the Special Economic Zone at Duqm, and represents the first initiative of its kind in the Sultanate of Oman in this specialized industrial field.
The signing ceremony was held under the auspices of Dr. Mansour Talib Al Hinai, Chairman of the Authority for Public Services Regulation (APSR), who highlighted the importance of the agreement as a national initiative developed in coordination with various entities through the Employment Governance Committee in the Public Services Sector.
Dr. Al Hinai emphasized that the programme plays a vital role in empowering Omani youth and developing advanced technical competencies in turbine manufacturing, in line with national employment and localization objectives.
The agreement was signed by Mustafa Mohammed Al Hinai, Chief Executive Officer of Mawarid Turbine Company, and Dr. Ali Saud Al Bimani, Vice-Chancellor of the National University of Science and Technology.
Implemented in integration with the Ministry of Labour and APSR, the programme constitutes a specialized industrial training initiative, designed not as a general qualification track but as an integrated industrial pathway aligned with the actual value chain of wind turbine manufacturing.
Dr. Abeer Ali Al Kalbani, Director of National Competency Development and Local Content at Mawarid Turbine, stated that the programme will commence during February within a structured industrial framework grounded in real production environments. She explained that the training will focus on the manufacture of turbine blades, assembly of nacelle units, and the development of practical efficiency, industrial discipline, and applied knowledge of international quality and safety standards.
She added that the programme is part of Mawarid Turbine’s strategic trajectory, implemented in technical partnership with Shanghai Electric Wind Power Group, aimed at localizing technology and knowledge as a foundational component of Oman’s industrial infrastructure.
Dr. Al Kalbani noted that the programme’s impact extends beyond training and employment to include the expansion of local content, localization of advanced technologies, and the building of long-term national capacity in the renewable energy sector, in alignment with Oman Vision 2040 and economic diversification priorities.
She further explained that the initial phase will include advanced technical and industrial training abroad in the People’s Republic of China through specialized platforms, including Shanghai FRP, enabling trainees to gain hands-on experience on actual production lines and acquire in-depth applied expertise prior to their return to the Sultanate of Oman.
