Muscat: HE Qais bin Muhammad Al-Yousef, Minister of Trade, Industry and Investment Promotion, issued Ministerial Resolution No. (615/2023) amending some provisions of the regulatory conditions and controls for issuing licenses to establish and operate fuel filling stations, and published its details in the Official Gazette, and it will come into effect 180 days after the date of its publication.
The first article states that the texts of Articles 32 and 38 of the regulations regarding the conditions and controls for issuing licenses to establish and operate the aforementioned fuel filling stations are replaced with the following texts:
Article (32) stipulates that the marketing company is obligated to provide basic public facilities at all fuel filling stations, such as bathrooms and other basic services required by the station’s geographical location. It is also obligated to ensure the cleanliness of these facilities and to provide service within them during the station’s working hours.
Article (38) stipulates that the following penalties shall be imposed on anyone who violates the provisions of Articles 25, 27, 28, 31, 32, 32 bis, 33 and 35 of these regulations: A written warning upon the first violation. An administrative fine of 1,000 thousand Omani riyals is imposed in the event of a repeated violation.
An administrative fine of 3,000 Omani Riyals will be imposed on anyone who violates the provisions of Articles 26, 29 and 36, and the fine will be doubled in the event of a repeat violation.
The second article of the decision stipulated that a new article No. 32 bis be added to the regulatory regulations regarding the conditions and controls for issuing licenses to establish and operate the aforementioned fuel filling stations, which reads as follows: Owners of commercial fuel filling stations are obligated to provide an electric charging point for vehicles in accordance with the requirements and controls issued by the Services Regulatory Authority. .
