Muscat: His Majesty Sultan Haitham bin Tarik today issued two Royal Decrees, reading as follows:
Royal Decree No. (1/2026)
Approving the 11th Five-Year Development Plan (2026–2030) After the Plan was presented before the Council of Oman.
Article (1): Endorses the 11th Five-Year Development Plan (2026–2030), the objectives of which are set out in Annex (1) attached to this Decree.
Article (2): Stipulates that the Plan shall be implemented in accordance with its economic and financial framework as outlined in Annex (2) attached to this Decree.
Article (3): Instructs all units of the State’s Administrative Apparatus and other public legal entities to implement the Plan, without prejudice to the provisions of the laws and bylaws in force.
Article (4): Provides that the Ministry of Economy shall issue the Strategic Programs Compendium for the 11th Five-Year Development Plan during the first quarter of 2026. The specific projects under the Plan shall be determined at the beginning of each year in coordination with the relevant authorities.
Article (5): Assigns the Ministry of Economy the task of monitoring the implementation of the Strategic Programs of the Plan and conducting periodic evaluations in light of local, regional, and global developments.
Article (6): Stipulates that this Decree shall be published in the Official Gazette and enforced from 1 January 2026.

Ratifying the State’s General Budget for Fiscal Year 2026
After the Budget was presented before the Council of Oman.
Article (1): Ratifies the State’s General Budget for Fiscal Year 2026 in accordance with the tables and schedules attached to this Decree.
Article (2): Instructs all units of the State’s Administrative Apparatus and other public legal entities to implement the provisions of this Decree, each within the scope of its respective competencies.
Article (3): Stipulates that this Decree shall be published in the Official Gazette and enforced from 1 January 2026.
