Muscat: The Ministry of Labour issued a decision to endorse a system for measuring the adequacy of job performance, which is based on a unified methodology for evaluating the performance of employees in units of the State’s Administrative Apparatus of the civil state and other public legal persons.
Mohammed Mubarak Al Kalbani, Assistant Director General for Legal Studies and Assistant Project Manager for the Ejada System, said that the system for measuring the adequacy of job performance will be effective from the day following its date of publishing in the Official Gazette.
He told Oman News Agency (ONA) that the provisions of this system apply to all employees of the units of the State’s Administrative Apparatus and other public legal persons who are in service for a period of more than 6 months.
He pointed out that the aim of applying the system is to govern the process of evaluating employees’ performance according to a unified legislative framework for all employees of government units and other public legal persons. Al Kalbani added that the assessment of the adequacy of job performance will be measured by evaluating the employee’s performance based on his/her career plan, which the employees prepare at the beginning of each performance cycle, in coordination with their immediate supervisor. Regarding the difference between the job performance adequacy measurement system and the individual performance measurement system “Ejada”, he explained that “Ejada” is a system for human capital governance in a bid to build a culture of proficiency in job performance, improve performance evaluation systems, and linking productivity with incentives. As for the performance adequacy measurement system, it is the legislative framework for the proper implementation of the system and ensuring the sustainability of its implementation to guarantee fair and equitable evaluation for all employees.
He pointed out that performance will be reviewed at the end of the year to ensure just and fair evaluation of the results of the performance adequacy assessment. The system for measuring the adequacy of job performance includes 18 items distributed on a number oftopics. The employee mayfile a grievanceon the assessment of the adequacy of job performance according to the job systemsapplicable to the unit in which the employee works. – ONA
