Muscat: Muscat Governorate concluded today (Tuesday) the specialized training program “Local Administration within the Priority of Development of Sustainable Governorates and Cities”. Which lasted for eight days in the period (21-30) January 2024, at the training center of the Ministry of Interior. The training program aimed to qualify employees from the category of department directors, their assistants, and department heads in Muscat Governorate, Muscat Municipality, and the Ministry of Interior. With the purpose of constructing leadership staffs who are capable of achieving a balance between comprehensive development and community participation in its pursuit of a sustainable future. The training program included discussions on aspects of analytical and interactive management to contribute to enhancing local development and local administration in the Sultanate of Oman. As well as the challenges and opportunities, it faces. In addition, the training program provides participants with the opportunity to develop leadership skills and make strategic decisions that enhance positive interaction between institutions and the local community.
Decentralization Promotion:
Ibrahim bin Ahmed Al-Harami, the Head of Wilayat Development in Bawshar Wally’s Office and one of the participants in the training program, expressed that the training program contributed to enhancing his knowledge of the concept of local administration and the most important foundations and basic rules on which local administration is built. In addition to benefiting from practical discussions on aspects of applying local administration by reviewing many applied practices of aspects of local administration from the reality of the work of governorates and wallies’ offices. The importance of the training program, from Al-Harami’s point of view, is that it is an embodiment of what the wise government aspires to for the next stage in enhancing capabilities in the government’s fields. Additionally, applying the decentralization strategy in the management of governorates and their independence, and framing, empowering and financing local administrations in the Sultanate’s governorates and states and the country in general.
Added Value:
Mona Al Rahbi, the Head of the Quality Control Department at Muscat Municipality, added that the training program came in line with government directions in Oman Vision 2040 achievement by focusing on the role of local administration in achieving Oman Vision 2040, its priorities, strategic directions, and promising sectors. The importance of the program was also represented in introducing us, as participants, to the latest scientific and practical foundations and methodological outlines that support the trend in creating value-added projects. This was done after studying the needs of the governorate’s residents and by studying external threats, opportunities, and internal strengths and weaknesses.
The Change Management:
Khalifa Al Mazrouei, the Head of the Councils and Committees Affairs Department in Seeb Wally’s office, indicated that the training program contributed to gaining knowledge of the concept of local administration, the foundations upon which it is based, and methods of applying it in the governorates. In addition to refining the skills and experience in how to promote correct practices in local administration and make appropriate decisions that serve the interest of the governorate and the needs of the citizens living there. Additionally, correcting some misconceptions about local administration; which would enhance the change management system among employees working in the service sectors in the governorate and contribute to the work system’s improvement at the present time and in the future.
Resources’ Direction:
Tahira Al-Hassani, the head of the Organization and Institutional Development Department at Muscat Municipality, explained that the training program is a valuable opportunity to enhance the governorates’ role. Training and qualifying human resources in various sectors to support local leadership and enhance decentralization do this. The local administration plays a vibrant role in the development of sustainable governorates and cities through resources’ direction, community participation’s enhancement, providing basic services, strengthening the local economy, and preserving local culture and heritage.
