Oman announces conditions for establishment of a ‘Motorcycle Training School’

Muscat: His Excellency Lieutenant General Hassan bin Mohsen Al Shariqi, Inspector General of Police and Customs, issued Resolution No. 56/2024 amending some provisions of the executive regulations of the Traffic Law.

The decision stipulated making amendments to the executive regulations of the Traffic Law and canceling everything that contravenes it, or conflicts with its provisions.

The amendments to some provisions of the executive regulations of the Traffic Law included several articles, including the addition of a new chapter, “Chapter Four” of the executive regulations of the Traffic Law.

Motorcycle driving schools

Article (64) The following conditions are required for licensing the establishment of a motorcycle driving school:

1 – Submitting an application to the administration according to the form prepared for that purpose.

2 – The applicant must be of Omani nationality, possess good moral character, and have no prior convictions

3 – The area of ​​the driving instruction area in the school should not be less than (2500 square metres), with Attach a schematic drawing of the school building approved by the competent authority.

4 – Providing licensed motorcycle for teaching and testing with engine power (150 to 250 cc) and in accordance with the technical specifications determined by the administration.

5 – Providing suitable halls for implementing training programs for teaching driving.

6 – Providing an educational curriculum for motorcycle riding approved by the Traffic Safety Institute.

Article (64)  The person licensed to establish a motorcycle driving school must commit to the following:

1 – Contracting with Omani trainers to teach driving, and notifying the administration immediately upon contracting with them.

2- Concluding a contract with each trainee.

3- Giving the trainee a certificate of passing the education course after completing the training.

4- Place a driving education plate issued by the administration and registered in the name of the school on education bikes and do not use it for any other purpose.

5 – Providing helmets equipped with Bluetooth headphones for communication between the trainer and the trainee during education.

6 – Holding specialized courses for the trainee in the field of motorcycle mechanics by an Omani national who holds a certificate approved by the competent authorities.

7- The trainee is introduced to the provisions of the traffic law and the principles of first aid by an Omani lecturer who has a first aid certificate from one of the accredited institutes.

8- Prepare an electronic record in which the data of trainees, trainers and workers in the driving school is recorded, as well as the numbers and types of motorcycle , devices and machines used in education and other data specified by the administration.

9 – Adherence to established security and safety requirements.

Article (64)  The duration of the license for a motorcycle driving school is (5) five years, renewable for similar periods, after payment of the prescribed fees.

A motorcycle driving instructor is required to do the following:

1 – Obtaining a motorcycle driving license that was issued three (3) years ago.

2- Passing a motorcycle driving education course from the Traffic Safety Institute.

3- He must be of good conduct and conduct, and has not previously been sentenced to a felony or a final sentence for a crime prejudicial to honor or trust unless he has been rehabilitated.

4- He must be healthy.

5- He must be familiar with using computers.

6 – He has not previously committed a vehicle driving violation under the influence of alcohol, drugs, or any psychotropic substance during the three (3) years preceding his application for a training license.

Article (64) The person licensed to establish a motorcycle driving school and the instructors referred to in Articles (64) bis (6) and (64) bis (7) are prohibited from doing the following:

1 – Teaching a person under the age of (18). ) Eighteen years.

2 – Teaching a person who does not have a license to learn to ride a motorcycle .

3- Using motorcycle to teach driving that are not licensed by the administration.

4 – Using a motorcycle to teach driving five (5) years ago.

5- Driving instruction between 10:00 p.m. and 6:00 a.m.

6- Teaching driving on crowded roads or in densely populated areas.

Article Two: New paragraphs numbered (10, 11, 12, 13, 14, (15)) are added to item (Sixth: Other fees) of Appendix No. (2) of the fee schedule attached to the aforementioned traffic law executive regulations, their texts are as follows:
