Muscat: His Majesty Sultan Haitham bin Tarik, issued two Royal decrees on Monday.

The issuance of His Majesty Sultan Haitham bin Tarik, decrees No. 6 and No. 7 for the year 2021 in response to the requirements of the Sultanate in the next phase, and in line with Oman Vision 2040.

1- Royal Decree No. 6/2021 on the promulgating of the Basic Law of the State

2- Royal Decree No. 7/2021 promulgating the Council of Oman’s Law

The most important thing mentioned in Decree No. 6 of 2021 to issue a new Basic Law for the state is the following: Establishing a specific and stable mechanism for the transfer of authority/power in the Sultanate, setting a mechanism for appointing the Crown Prince, stating his duties and powers, and emphasizing the principle of the rule of law, and the independence of the judiciary and justice as a basic pillars of rule in the country.

Emphasizing the role of the state in guaranteeing more rights and freedoms for citizens, the most important of which are the following: equality between women and men, care for children, the handicapped, adolescents and youth, compulsory education until the end of the basic education stage, and encouraging the establishment of universities.

Emphasizing the state’s approach to establishing a system for local administration by setting up a special chapter for that, and emphasizing the importance of the role of the Oman Council and its estimated contributions to the nation’s comprehensive development process, and for this, the state’s statute has devoted a special section to it, which includes the most important provisions of this council, and the functions entrusted to it. Among the most important of them are: approving or amending laws referred by the government, as well as proposing draft laws, discussing development plans and the state’s general budget, in addition to the follow-up tools prescribed for the Shura Council.

The Council of Oman Law was also promulgated today by Royal Decree No. 7 of 2021, and this law includes the terms of reference of the Oman Council, membership conditions, all rights and duties of members, in addition to regulating everything related to the affairs of the Council.
