Al Hinai pointed out that job rotation brings about many benefits to society, like upgrading the quality of government services through administrative reform and improvement of human capital’s efficiency. He added that initiative helps groom leaderships, discover qualified staff and raise an institution’s proficiency.

Job rotation occurs through two types of secondment. The first one is Internal Secondment and it lasts less than 6 months. The second one External Secondment and it lasts more than 6 months.
