Oman Takes Part in 11th UNCAC Conference in Doha

Omani Delegation Participates in Global Anti-Corruption Forum in Qatar

Doha: The Sultanate of Oman, represented by the State Financial and Administrative Audit Authority, is participating in the 11th Session of the Conference of the States Parties to the United Nations Convention against Corruption (UNCAC), hosted by Qatar’s Administrative Control and Transparency Authority from 15 to 19 December 2025.

The Omani delegation is headed by Sheikh Ghuson bin Hilal Al Alawi, Chairman of the State Financial and Administrative Audit Authority, accompanied by a number of officials and specialists from the Authority. The conference witnesses broad international participation, including heads of anti-corruption agencies and bodies, representatives of international organizations, academic institutions, professional bodies and researchers.

The conference is considered one of the most prominent global platforms dedicated to combating corruption and promoting integrity, bringing together all 192 States Parties to the United Nations Convention against Corruption.

Sheikh Ghuson bin Hilal Al Alawi delivered the Sultanate of Oman’s statement at the conference, affirming Oman’s keenness to actively engage with the international community in promoting integrity and combating corruption. He underscored Oman’s firm belief in the importance of exchanging experiences and knowledge among States Parties to reinforce integrity values and support the achievement of sustainable development.

He noted that Oman’s participation reflects the objectives of Oman Vision 2040, launched by His Majesty Sultan Haitham bin Tarik, which includes strategic programs and initiatives aimed at strengthening oversight mechanisms, reinforcing accountability, and improving efficiency in the management of public funds. These efforts contribute to enhancing government performance, adding value to the national economy, and raising levels of integrity.

The Chairman further affirmed that since acceding to the United Nations Convention against Corruption in 2013, the Sultanate of Oman has been committed to achieving the Convention’s objectives through preventive and enforcement measures, and by consolidating the principles of integrity and accountability in public fund management. As part of these efforts, Oman launched the National Integrity Promotion Plan (2022–2030), developed in line with international best practices. The plan aims to unify the efforts of government, the private sector and civil society through key pillars, including legislative development, institutional integration, societal awareness and international cooperation, with clearly defined roles and responsibilities.

At the conclusion of his statement, Sheikh Ghuson bin Hilal Al Alawi reaffirmed the Sultanate of Oman’s commitment to supporting international efforts aimed at promoting integrity, combating corruption and mitigating its impacts.

The conference agenda includes reviewing the report on the implementation of the United Nations Convention against Corruption, discussing the mechanism for reviewing implementation, and examining outcomes of the first and second review cycles covering the Convention’s chapters on criminalization and law enforcement, international cooperation, preventive measures, and asset recovery. It also reviews the outcomes of the UN General Assembly Special Session on corruption and the Secretariat’s memorandum on meetings of government experts in international cooperation.

On the sidelines of the conference, the Omani delegation will present a working paper titled “The National Integrity Promotion Plan in the Sultanate of Oman and its Impact on Achieving Integrity and Combating Corruption” during a joint side event for agencies responsible for protecting integrity and combating corruption, scheduled for Thursday, 18 December.
