New Royal Decree Enforces Premarital Medical Screening from January 2026
Premarital Medical Examination Becomes Mandatory from January 2026
Muscat: His Majesty Sultan Haitham bin Tarik today issued Royal Decree No. (111/2025) regulating Premarital Medical Examination.
Article (1) stipulates that every Omani wishing to marry—whether the other party is Omani or non-Omani—shall undergo a premarital medical examination, along with the other party, prior to the conclusion of the marriage contract, whether the contract is concluded inside or outside the Sultanate of Oman. This shall be in accordance with the regulations and procedures to be issued by a decision from the Minister of Health.
Article (2) provides that the health institution shall conduct the premarital medical examination in accordance with approved scientific and technical standards. The institution shall notify both parties intending to marry of the results of each party’s examination and provide the necessary medical counseling, if required, in light of the examination outcomes. It is prohibited to disclose the examination results to any third party.
Article (3) states that the health institution shall issue a certificate to the parties intending to marry confirming that they have undergone the premarital medical examination stipulated in Article (2) of this Decree, in accordance with the regulations and procedures to be issued by a decision from the Minister of Health.
Article (4) stipulates that marriage officiants shall not conclude the marriage contract unless both parties present the certificate referred to in Article (3) of this Decree.
Article (5) states that anyone who violates the provisions of this Decree shall be punished by imprisonment for a period of no less than ten (10) days and not exceeding six (6) months, and/or by a fine of no less than RO 100 and not exceeding RO 1,000.
Article (6) cancels all provisions that contradict or contravene this Decree.
Article (7) stipulates that this Decree shall be published in the Official Gazette and shall come into force on 1 January 2026.
