State Council Examines Sports Governance, Financial Sustainability of Civil Institutions
Muscat: The State Council today held its fifth meeting of the third regular session of the eighth term, during which it discussed the Draft Law on Sports Entities and a study prepared by the Social and Cultural Committee titled “Enhancing Financial Sustainability for Civil Society Institutions.”
The session was chaired by Sheikh Abdulmalik bin Abdullah Al Khalili, Chairman of the State Council.
During the meeting, the Council reviewed its agenda, which included discussing the Draft Law on Sports Entities referred by the Council of Ministers, along with the opinion of the Social and Cultural Committee on the draft, in accordance with Article (49) of the Law of the Council of Oman. The session also deliberated on the committee’s study on enhancing financial sustainability for civil society institutions, in addition to several other topics aimed at enriching the Council’s legislative and consultative discussions.
While discussing the Draft Law on Sports Entities, Dr. Mohammed bin Said Al Hajri, Head of the Social and Cultural Committee, explained that the draft law aligns with legislative priorities related to governance and institutional performance, serving one of the key pillars of Oman Vision 2040, while keeping pace with relevant international legislation and standards.
He stated that the draft law seeks to consolidate principles of governance in the management of sports entities and strengthen their administrative and financial independence. This, he noted, would enhance institutional efficiency and outcomes, support sports investment, activate public-private partnerships, develop sports infrastructure, and diversify funding sources.
Regarding the committee’s study on Enhancing Financial Sustainability for Civil Society Institutions, Dr. Al Hajri explained that the study stems from the expanding role of civil society institutions in supporting national development efforts and broadening community participation.
He added that the study aims to analyze the current state of financial sustainability among charitable associations and volunteer teams, identify the challenges they face, and propose innovative solutions and strategies to help diversify income sources and improve financial management efficiency, thereby ensuring sustainable social impact.
At the conclusion of the session, the State Council reviewed a report by the General Secretariat on the Council’s activities.
