Joint Committees Resolve Differences on Arbitration, Real Estate Draft Laws

State and Shura Councils Agree on All Divergent Articles of Draft Legislation

Muscat: The joint committees of the State Council and the Shura Council held a joint meeting today to deliberate on the articles of divergence between the two councils regarding two draft laws referred by the Council of Ministers, in accordance with the provisions of Article (49) of the Council of Oman Law, issued by Royal Decree No. (7/2021).

The draft laws under review were “Amendments to Certain Provisions of the Law on Arbitration in Civil and Commercial Disputes,” promulgated by Royal Decree No. (47/97), and the Real Estate Registry Law.

The number of articles requiring reconciliation in the draft amendments to the Arbitration Law amounted to seven articles, while the Real Estate Registry Law included sixteen articles of divergence. These differences encompassed provisions contained in the original draft laws as well as additional articles proposed by the Shura Council.

Following in-depth discussions and deliberations, the joint committees succeeded in reaching consensus on all disputed articles. A final report incorporating the agreed-upon formulations will be prepared and submitted for presentation and discussion during an upcoming joint plenary session of the State Council and the Shura Council.
