Transfer Vehicle Ownership Online in Oman: ROP

Muscat: The Royal Oman Police (ROP) has launched a new service that allows the owner of the vehicle, whether a citizen or a resident, to transfer vehicle ownership records electronically from one person to another.

The ROP clarified that the service was available for transferring private vehicles with plate number only and that the vehicle license must be valid.

The vehicle must be insured with the following providers: Muscat Insurance Company, National Life and General Insurance Company, Takaful Oman Insurance, Saudi Arabian Insurance Company, New India Insurance Company Limited and Vision Insurance.

Additionally, if the vehicle is eligible for technical inspection, it should pass the same and the record of the beneficiary and the vehicle is required to be free of any entries in the traffic or criminal record.

“Both service parties must not have finished vehicles for more than a year and vehicle must be unencumbered. Submitting  a vehicle ownership transfer application and sign with approval by the seller must be in person using a digital authentication.”

Signing of consent and payment of the transport fee must be done by the buyer in person using digital authentication and the buyer must sign and pay the transaction fee within one day from the moment the transaction is signed by the seller.”

“The vehicle cannot be transferred electronically in the name of a minor and requires the presence of the guardian in person,” ROP said.

While for residents, a valid residence card and driver’s license is required and to transfer the vehicle, it is required that the resident does not own more than two four-wheel drive vehicles or saloon vehicles registered during the completion of the transfer procedures.

The ROP said that the vehicle is required to be within the territory of the Sultanate during the period of transfer and that a station wagon vehicle registration cannot be transferred electronically.
