Muscat Municipality unveils twelve high-potential investment opportunities, including four prime seafront locations

From Qurum to Qurayyat, landmark coastal and inland sites offer investors the opportunity to help shape the next phase of Muscat’s growth

Muscat, Oman, 5 October 2026: Muscat Municipality will showcase twelve development opportunities at the Ministry of Housing and Urban Planning’s Urban October 2026, offering access to some of the capital’s most promising locations. The portfolio features four major seafront projects: the regeneration of Qurum’s beach and mangrove waterfront, new commercial buildings near Muttrah’s historic port, a coastal promenade at Seeb, and a beachfront park on the Qurayyat coast.

“Oman’s economy is becoming more diversified, and the capital is attracting much of this investment,” says Farid Khalfan Al Rjebi, Investment Advisor at Muscat Municipality. “Muscat’s seafront is one of the city’s greatest assets, and four of the opportunities we are presenting are located there. We encourage private investors to develop and operate essential facilities for Muscat, including hotels, leisure venues, healthcare services, and public parks. For each site at Urban October, we have defined the intended use, and each aligns with current demand. For several sites, design work is well advanced. The next step is for developers and operators to move these projects forward.”

The initiative directly supports Oman Vision 2040 by expanding the private sector’s role in economic development and attracting greater foreign investment. It offers investors the opportunity to participate in Muscat’s sustainable growth while delivering destinations, services, and amenities designed to meet evolving market demand.

Four seafront sites anchor the portfolio. In Qurum, the Municipality is combining the popular walking, swimming and dining destination’s Nature Park, protected mangroves and Beach Road into a 1,045,775 m² site. A 1.6 km promenade will feature kiosks, sea view cafés and a seasonal market. In historic Muttrah, regeneration will invite private investment in commercial buildings, parking, public spaces, craft and food markets, and a small hotel. Seeb’s 10 km public beach is planned as a coastal promenade. With studies underway and design yet to start, investors can shape its dining, watersports and family attractions. On the Qurayyat coast, 169,150 m² of beachfront is reserved for a public park, offering an open-sea getaway beyond the city.

Beyond the coast, Al Thalath is the portfolio’s most advanced opportunity. Three stone buildings, wrapped in intricate mashrabiya screens, were the winning entry in the Municipality’s first international architectural competition. The design combines a four-star, 220-room hotel with 10,100 m² of leasable office space on an 8,051 m² site just 100 metres from Mall of Oman. The screens shade the buildings and reduce cooling demand. The design is complete; it now needs an investor to build it.

Less than 10 km from Muscat International Airport, Bousher Dunes transforms natural sand dunes in the heart of the city into a 54,175 m² destination for off-road adventure, family days out and evening performances in a shaded, 600-seat open-air theatre. It offers space for international leisure brands and local entrepreneurs alike, with a visitor centre and restaurant, five food truck units and 18 retail units.

Six additional plots are also already zoned for use but have no design, leaving investors free to shape each scheme to their own vision and commercial strategy.
