    Oman TRA Issues New Regulations for Passive Telecommunications Infrastructure

    Muscat: The Telecommunications Regulatory Authority (TRA) has issued regulations governing the implementation of passive telecommunications infrastructure in buildings and real estate complexes, with the aim of regulating and developing internal telecommunications networks, promoting fair competition and ensuring open access for all licensed telecommunications service providers.

    The regulation seeks to support the provision of integrated telecommunications services to beneficiaries in accordance with technical and development standards approved in the Sultanate of Oman.

    The regulation consists of three chapters covering definitions and general provisions, internal connections for passive telecommunications networks, and administrative penalties.

    It sets out detailed regulatory requirements applicable to the construction and renovation of commercial, industrial and residential buildings and real estate complexes. These include compliance with technical specifications and standards issued by the Authority, as well as the preparation of designated cable ducts and pathways for internal telecommunications connections.

    The regulation also specifies cases in which building owners may enter into agreements with licensed telecommunications service providers to establish and operate internal connections and share their costs.

    It further requires a certificate confirming completion of the internal telecommunications connections, issued by an authorized or licensed entity, to be submitted among the requirements for obtaining a building completion certificate.

    An appendix to the regulation sets out the administrative penalties and fines applicable to violations of its provisions.

    The provisions of the regulation will come into force six months after the date of its publication, while Clause (3) of Article (2) will take effect three years after publication. The implementation periods are intended to provide concerned parties with sufficient time to adjust their operations and meet the required technical and regulatory standards.

    The issuance of the regulation comes as part of the TRA’s efforts to keep pace with developments in the telecommunications sector and update the regulatory framework governing the industry, while enhancing transparency and safeguarding the rights of beneficiaries.
