Oman Launches “Itqan” Digital Platform to Modernise Legal Training

Muscat (ONA): An agreement was signed today between the Ministry of Justice and Legal Affairs and Oman Telecommunications Company (Omantel) to build an integrated digital system for training and qualifying lawyers and legal advisors, named “Itqan”, aimed at elevating professional practice efficiency and the quality of legal services in the Sultanate of Oman.

The contract was signed on behalf of the Ministry of Justice and Legal Affairs by Dr. Yahya Nasser Al Khusaibi, Undersecretary of the Ministry of Justice and Legal Affairs, while it was signed on behalf of Omantel by Eng. Sami Ahmed Al Ghassani, Chief Commercial and Operational Officer at the company.

The “Itqan” platform aims to transfer the legal training system into a modern digital environment that enables offering training programs and pathways efficiently and flexibly, helps unify training and evaluation standards, makes programs accessible to beneficiaries across various governorates of the Sultanate of Oman, and monitors trainees’ performance to measure their progress and achieve targeted educational and professional outcomes.

“Itqan” is scheduled to provide specialized digital legal and training content combining legal knowledge, professional skills, and practical applications, covering national legislation, professional ethics, research, drafting, pleading, and legal consultation skills, as well as other areas related to legal practice.

The preparation of the content will take into account the diversity of target group needs and their professional levels, while subjecting materials and programs to stages of review and accreditation to ensure their legal soundness and scientific and technical quality, utilizing national and specialized expertise in preparing and delivering content, thereby contributing to establishing a digital legal library adaptable to updates and development in line with legislative and development professionals.

Dr. Yahya Nasser Al Khusaibi affirmed that the “Itqan” platform represents an important step in implementing training and qualification requirements, reflecting the Ministry’s keenness to prepare legal practitioners possessing the necessary knowledge, competence, and professional skills in accordance with clear and sustainable standards.

He explained that through the platform, the Ministry seeks to establish a sustainable approach to professional development in the legal sector that keeps pace with legislative and professional developments and contributes to enhancing the readiness of legal practitioners and raising their performance level, reflecting on the quality of legal practice in the Sultanate of Oman.

For his part, Sami Ahmed Al Ghassani, Chief Technology and Digitalization Officer at Omantel, highlighted the importance of the “Itqan” platform in utilizing modern technologies to serve legal training and support digital transformation in the justice sector.
