Muscat: The Ministry of Finance has issued Financial Bulletin No. (1) of 2026, concerning the assignment of certain works and specialised services, valued at no more than OMR 5,000, to self-employed Omani citizens who are not employed.
The Ministry of Finance has directed all ministries, government units, public institutions and authorities to give priority to assigning certain works and specialised services, with a value not exceeding OMR 5,000, to self-employed Omani citizens who are not employed.
This is in accordance with the regulatory framework outlined in the Guide to Procedures for Contracting with Self-Employed Individuals in the Sultanate of Oman, prepared by the National Employment Programme.
The directive follows a decision by the Financial and Economic Committee of the Council of Ministers.
Accordingly, all ministries, government units, public institutions and authorities are required to monitor compliance with the directive, while ensuring adherence to the applicable laws, regulations and relevant provisions.
