Oman Strengthens Economic Ties with Botswana and Angola Through New Energy Partnerships

Muscat:  The state visits of His Majesty Sultan Haitham bin Tarik to the Republics of Botswana and Angola have opened new prospects for strategic, economic and investment partnerships and strengthened Oman’s engagement with African markets.

Ashraf bin Hamed Al Mamari, Chief Executive Officer of OQ Group, said high-level visits by His Majesty the Sultan provide momentum and confidence for economic and investment relations and can help accelerate the transition from exploring opportunities to developing practical partnerships and projects.

Regarding Angola, Al Mamari said the visit provides OQ with opportunities to strengthen its presence in African markets and explore commercially viable partnerships in the energy sector, including opportunities for knowledge exchange and capacity building.

He noted that areas under evaluation span several stages of the energy value chain, including exploration and production, liquefied natural gas, fertilisers, ammonia and petrochemicals, and petroleum-products trading.

OQ also signed two memoranda of cooperation in Angola. One, with Sonangol, establishes a framework for assessing investment opportunities and exchanging technical and operational expertise across different stages of the energy value chain. OQ itself has publicly described the memorandum as covering areas including exploration and production, LNG, gas monetisation, fertilisers, petrochemicals and commodities trading.

The second memorandum, signed by OQ Alternative Energy with Angola’s Ministry of Energy and Water, provides a framework to evaluate and advance a renewable-energy project of approximately 500 megawatts, together with a battery energy storage system under the Independent Power Producer model.

Al Mamari said the range of opportunities under discussion also includes refining, petrochemicals, fertilisers and alternative energy, allowing OQ to assess potential investments across the wider value chain.

He added that the two memoranda represent an important step in strengthening Oman-Angola economic relations and exploring investment opportunities that could generate long-term value for both sides.

Regarding Botswana, Al Mamari highlighted the signing of a memorandum on energy security and regional energy development by O-Green. The Botswana Ministry of Minerals and Energy said the agreement is intended to support the country’s energy security and explore regional energy-development opportunities.

The O-Green initiative is linked to renewable-energy development in Botswana, including a project in Maun involving solar generation and battery storage. Current project information identifies the development as a 500 MW solar photovoltaic project with a 500 MWh battery energy storage system.

Al Mamari said OQ’s integrated portfolio across exploration and production, refining, petrochemicals, trading and alternative energy provides a basis for assessing investment opportunities from a broader perspective and identifying partnerships that combine the capabilities of both sides.

He stressed that OQ’s approach focuses on partnerships built around complementary expertise and capabilities, knowledge transfer, capacity building, market access and commercially sustainable projects.

The developments in Botswana and Angola form part of Oman’s wider efforts to strengthen economic links with African markets and expand international investment partnerships, particularly in energy and related sectors.
