    Oman’s R&D Spending Reaches RO 189.4 Million in 2025

    Muscat: Total spending on experimental research and development activities in the Sultanate of Oman reached approximately RO 189.42 million in 2025, according to the results of the National Experimental Research and Development Survey conducted by the National Centre for Statistics and Information (NCSI).

    The figure represents 0.48% of GDP at constant prices and 0.45% at current prices, compared with approximately RO 98.26 million in 2021, reflecting increased activity in research, innovation and the development of a knowledge-based economy.

    The survey showed that the number of people working in experimental research and development activities reached 35,539 in 2025, with males accounting for 67% and females 33%.

    The private sector accounted for the largest share of R&D employment at 42%, followed by the government sector at 32% and the higher education sector at 26%.

    Researchers represented the largest occupational group, accounting for 51% of total R&D personnel. Their number reached 18,193 in 2025, compared with 13,576 in 2024.

    The number of technicians and equivalent personnel stood at 7,112, while support staff numbered 6,775 and employees without a specified job classification totalled 3,459.

    The number of full-time employees engaged in experimental research and development reached 11,695 in 2025. Researchers accounted for 57% of the total, technicians and equivalents 20%, support staff 14% and unspecified positions 9%.

    Full-time male employees numbered 8,694, compared with 3,001 female employees.

    The number of full-time researchers per million inhabitants also recorded a significant increase, reaching 1,242 researchers per million people in 2025, compared with 725 in 2024.

    In terms of R&D expenditure, the private sector accounted for 46% of total spending, followed by the government sector at 31% and higher education institutions at 23%.

    The National Experimental Research and Development Survey aims to provide accurate statistical indicators on human resources, R&D expenditure and funding sources across the government, higher education and private sectors.

    The data are intended to support decision-making and policy development aimed at strengthening scientific research and innovation and advancing the objectives of Oman Vision 2040.
