Oman Bans Sale and Trade of 21 Types of Used Vehicle Spare Parts and Imposes Fines Up to OMR 2,000

Muscat: The Consumer Protection Authority (CPA) has issued Decision No. (363/2026), introducing new controls governing the trading and use of used vehicle spare parts in Oman.

Issued by His Excellency Sulaim bin Ali bin Sulaim Al Hikmani, Chairman of the Consumer Protection Authority, the decision applies to vehicle repair, maintenance, painting and bodywork workshops and centres, as well as shops dealing in used vehicle spare parts. It will come into force on the day following its publication in the Official Gazette.

21 used spare parts prohibited

The decision prohibits the trading of 21 categories of used vehicle spare parts, including:

1. Shock absorbers used for more than one year
2. Hydraulic shock absorbers
3. Suspension system rubber bushes
4. Engine mounts used for more than one year
5. Transmission mounts used for more than one year
6. Rubber mounts for vehicle bodies
7. Half vehicle bodies
8. Brake pads
9. Brake shoes
10. Wheel bearings
11. Front and rear engine bearings
12. Cylinder head gaskets
13. Engine gasket sets
14. Axle protective rubber
15. Catalytic converters used for more than one year
16. Engine oil filters
17. Transmission oil filters
18. Engine air filters
19. Spark plugs
20. Centre bearings for truck axle shafts
21. Clutch discs

New requirements for suppliers

Under the decision, suppliers dealing in used spare parts must provide a warranty for parts sold or installed, based on the agreement with the consumer.

They must also issue an invoice containing the information prescribed under the decision and obtain the consumer’s prior written consent before beginning any repair, replacement or installation involving a vehicle part.

The regulations also strengthen controls over the professional practices of workshops and used spare-parts businesses, with the aim of improving safety, transparency and consumer protection.

Fines of up to OMR 2,000

Violators may face an administrative fine of up to OMR 1,000, without prejudice to any criminal penalties prescribed under the Consumer Protection Law.

The fine may be doubled in the event of a repeat violation. If the violation continues, an additional fine of up to OMR 50 per day may be imposed, provided that the total administrative fines do not exceed OMR 2,000.

The Consumer Protection Authority said the decision forms part of its efforts to regulate the used vehicle spare-parts market, strengthen compliance with applicable controls and safeguard consumer rights.
