Energy Ministry Holds Preparatory Events Ahead of Oman Green Hydrogen Summit 2025

Oman Targets Leadership in Low-Carbon Energy at Green Hydrogen Summit Preparations

Muscat: The Ministry of Energy and Minerals today organized the introductory programme for the Oman Green Hydrogen Summit 2025, featuring the Oman–European Union Green Hydrogen Forum and the Energy Leaders Forum. The programme aims to strengthen international partnerships and coordinate national efforts in preparation for the main summit, underscoring the Sultanate of Oman’s readiness to lead the energy transition and advance the green hydrogen sector.

As part of the preliminary activities, the Ministry held the Oman–EU Green Hydrogen Forum at the St. Regis Muscat Hotel in partnership with the EU-GCC Green Transition Cooperation Project, funded by the European Union. The forum reaffirmed Oman’s position as a strategic partner for the European Union in developing the green hydrogen economy and promoting low-carbon supply chains.

Speaking at the event, Mohsin Hamad Al Hadhrami, Undersecretary of the Ministry of Energy and Minerals, stated that the Gulf–European Summit represents a key platform for enhancing cooperation in clean energy and green hydrogen. He emphasized that Oman is moving at an accelerated pace towards building a sustainable, competitive future energy system.

He noted that the national energy transition strategy rests on five pillars: renewable energy, green hydrogen, energy efficiency, electric mobility, and carbon capture and storage technologies—all of which reinforce the Sultanate’s shift towards a low-carbon economy.

Al Hadhrami highlighted that Oman’s hydrogen ecosystem is now progressing through advanced implementation steps, including the establishment of Hydrom to lead sector development, regulatory and legislative enhancements, streamlined licensing procedures, the rollout of readiness laboratories with government and private partners, and memoranda of understanding with local and international universities to support research, innovation and capacity building.

He added that the announcement of Oman’s net-zero target by 2050 and the establishment of the Oman Net Zero Center have strengthened national momentum. The launch of the first green hydrogen fuel station for vehicles in Muscat further demonstrates the country’s transition from planning to execution.

The Undersecretary pointed out that Oman has created an attractive investment environment through competitive land auctions in areas with high renewable energy potential. This has enabled the signing of nine development agreements targeting production of over one million tonnes of green hydrogen by 2030. The third auction round introduced additional incentives, including fee reductions, tax benefits and startup-phase facilities. Work is also underway to develop shared hydrogen and water pipelines, electricity transmission infrastructure, a unified licensing gateway under the system readiness initiative, and a national digital platform to monitor project progress.

He concluded by stressing that Oman is working with its European and Asian partners to establish green hydrogen trade corridors and harmonize certification standards, stating: “The global energy transition requires genuine partnerships, and the Sultanate of Oman is ready to undertake a pivotal role in this process.”

The preliminary programme also featured the Energy Leaders Forum, which convened senior leaders and decision-makers to discuss global trends in the clean energy transition.

The forum included an analytical session reviewing the latest indicators in energy markets and net-zero trajectories, followed by a strategic session titled “Strategic Realignment: Redefining the Energy Framework — From Security and Supply to Sustainability and Net Zero”, which explored geopolitical and economic developments shaping global energy policies.

Additionally, a keynote address was delivered on the future of hydrogen and low-emission technologies, alongside a panel discussion featuring CEOs and experts who examined technological readiness, financing needs, and the role of international markets in accelerating hydrogen and clean energy infrastructure development.
